A cipher from my classmate

One of my classmates sent me a cipher, and I had already deciphered it, so I post it here.

The only clue he gave me was that the original text says something narcissistic.

This one may be easy, however, have a go.

But it's supposed to be a little text in english, right?

Yep, the original text is hidden in english, and the numbers are really important clues.

Been wrestling with this one for hours!!
I'm not that familiar with ciphers so veen doing some reading online, but this doesn't seem to follow any of those patterns.
I've discarded some approaches by numerous attempts and my understanding is that each number correspond to each letter combination on that line and each line contains only one word. It almost seems like it's an anagram and you can make out some words just by discarding some letters on that line. For instance:

The
****
Of
This
Summary
is
Solely ****

However I have no idea how the numbers fit in. I had an idea to write it out and whatever letters matched should be kept in that word. For example:
TRGHEE       THIRTY-SEVEN
Only "G" can't be found in 37 and so that is erased giving you the word "three".
Then I tried the idea of putting all the letters in a 8x8 row-column layout, but that idea also crashed and burned. For starters there's only 63 letters.
I've looked into the possibility of prime numbers, but can't seem to find any value of doing this.

I'm curious if 2-digit numbers should be read separately. 37= 3, 7.

guess I need a clue...

Easy? I don't know...

My guess was: take the first letter and then count further. After the first number you start counting again with the next. But this would only make sense if it is a 3 and 7 and not a 37 in the first row.

But it doesn't make sense in the fourth row. "this" would be more logical but I got "td"...
"The cows of td smud is sleo"... Err... Not really...
So I'd like to have a clue, too.
