In my mind, John lives in Baker Street by the end of TFP. Both because of the awesome happy scene we get at the montage, but also because Steven Moffat explicitly states that they end this part of this story where most Sherlock Holmes adaptions start - and that includes the two of them in 221b.

I thought Steven meant the Rathbone Place bit at the end...with the guys going off on their adventures.
Or maybe he meant post Mary, I don't know what he meant.
I still think John + Rosie were just visiting.
But the point may be moot, anyhow.

To solve this case I would suggest the complete refurbishment  of the 221c.

Mycroft could help with that job!  Of course, it would have to have 2 bedrooms, one for John and one for Rosie.  All of the mold would have to removed, and the flat fixed up so that mold stops growing on the walls.

For this job there are craftspeople and interior constructers .

Well, it's always possible that by the time Rosie needs her own bedroom that they'll still only be needing 2.
