Human . 4 legs = crawling (baby), 2 legs = walking, 3 legs = walking with a cane (at old age)

No, it's a particular item (which doesn't have anything to do with chimneys). I think it's my fault you're not getting it because I should have used commas:

It can go up a chimney, down. But not down a chimney, up.

Think of it as ...

It's something that when it's up, wouldn't fit in a chimney. But it would when it was down.

This one I know from my childhood:
A young boy and his father are in a car accident. The father dies at the scene. The boy is transported to the hospital, taken immediately into surgery... but the surgeon steps out of the operating room and says, "I can't operate on this boy - he is my son!"

The question: Who is the surgeon?
