It's the new word for "shopped" - as in "Photoshopped." Means it was manipulated.
I do not think it goes in Johnlock because it has no sexual preference content unless one reads that in. If it's a manipulated photo, it doesn't mean it isn't a favorite Sherlock/John picture.

I think this thread should be for actual photos from the series. For manips, drawings and all other artwork we should use the fan art threads.

I'm always happy to go along with any rules forum moderators set. I will point out that the OP said photos of Martin and Benedict, not Sherlock and John and did not limit it to photos from the show only.
From this thread: this is a setlock, for instance:
And this is - well, I s'pose it might be shopped!
Whatever the forum policy is, of course, is what we should follow.
