Is Robert Carlyle really that bad in TLE?  I've always loved him.  Is it mainly hard for the non-English speakers?

I have a hard time following New Zealand accents, especially The Almighty Johnsons where all of them are Kiwis...and  no subtitles...

The problem is not the accent as such but that there are no subtitles. I use the English subtitles when I don't understand something. It is a shame that there are so many films without subtitles which are important for people with hearing problems as well.
