How do you get the thing onto your signature that moves, and then starts over, like Sherlock Holmes' "What do people normally say?" "Piss off." thing?

You need an animated gif (that is the thing that moves called) first. This image has to be on a webserver somewhere, it needs an URL.
Then, I see you have a sig already, so you know where to change it.
There you have to enter the URL of the gif, with image tags, according to bbcode (img with square brackets)
as seen in here: http://en.wikipedia.org/wiki/BBCode.
You did basically the same thing with your avatar already.

If you don't know how to make an animated gif, there are lots online.
Or you have to learn it, with an image processing software. Not too complicated.
