An interesting theory about the identity of a man who plays Moran in this episode:

Don´t know if it´s true, but I love it!

You know what, I'm convinced. I think it must be David Huggins, son of Jeremy Brett. I just wonder why they're keeping it a secret...

Check out the Jeremy Brett picture thread, and tell me it doesn't look like Moran from TEH

Yes, their appearance is strikingly similar, therefore I´m almost convinced about it too. Puzzled about the secrecy thing, but maybe it was a request from the actor for some personal reasons?

I cannot live without brainwork. What else is there to live for? Stand at the window there. Was there ever such a dreary, dismal, unprofitable world? See how the yellow fog swirls down the street and drifts across the dun-coloured houses. What could be more hopelessly prosaic and material? What is the use of having powers, Doctor, when one has no field upon which to exert them?

Or is it some mysterious clone of Jeremy Brett? Hence the secrecy? (Human cloning is still forbidden, I reckon....)
