I think I've figured out the secret of Mycroft's umbrella -- and no, it's not a hidden sword:

I think Mycroft carries an umbrella because it fits with his personality:
A bit old fashioned, traditionalist ( traditions define us) and establishment orientated with his three piece suit.
It looks good, suits him well and he can twiddle around with it (like Sherlock does with things), point at things and stick it to the ground if he fancys. It is useful when it rains, of course.
