Oh yes! I can actually see her try to 'force' them to become involved. She certainly loves the thought!

Up until that point she hadn't seen Sherlock with many women and John hadn't been lucky with his...so she maybe just assumed.
I don't think it's anything voyeuristic.
I think Mrs H just likes to show she's very easy going.
