Do you think they're a plannified timetable to keep the fandom spellbound? Like " it's time to give some hints" or " it's time to do a convention" so the fandom doesn't grow tired of the wait and moves on?

A lot of things are planned. A lot of things have to be. Certain things have to happen for example before they can announce an air date.
But I don't think there's any great overall plan for keeping the fans in line. We're good at that ourselves.

Or maybe it's not planned, but they feel it's time to give something to sink one's teeth into, to reactivate the audience ( I'm not only speaking about superfans who won't grow bored, whatever happens). I could'nt help but notice the forum became less and less active lately, and I've read today Gatiss say " Sherlock made me a politician", so why not.

I think they have some general idea of timeframes. Like, "let's release the hints now" and "the trailer will come out on such and such a date".

I wonder if the Special is "to keep interest going" or a "reward their wait" sort of fan management strategy.

I am pretty sure they 'know what they are doing'... I have no doubt about that, and they seem to be doing something right

Right! I'm pretty sure plans exist or are worked out to heat the audience's interest in the show again! They'll have their own promotion teams to create strategics for this, I'm pretty sure!

I find the waiting really long and a but boring this time. And I consider me more or less a fan, so I really wonder what the "casual" viewer feels right now. (casual meaning here: has watched the series 1-3 and thought, oh cool,there will be a series 4, I'm looking forward to it)
I would think they have a kind of fan management (I'm sure someone reads fanish stuff at least, because they're rather well informed), but I couldn't say who does it. I think it's also task of the marketing, and every TV show has some kind of planned marketing. I would guess they plan when and where they release hints. Right now it could be many more, for my taste......
