What does Magnussen ask of his victims?
If not money - what "favour" would Magnussen ask of Lady Smallwood/Mary in return for his being quiet of keeping their pressure points secret to the public?
In Mary's case at least it can't be money imo.
A special "job" she should do for him maybe?

Power. Magnussen is after power. In Mary's case, he didn't want anything from her directly--she was his pressure point to John, who was his pressure point to Sherlock, who was his pressure point to Mycroft and control of the British government.

ReReader is right about Mary. Magnussen explains it very well himself in the Appledore scene in HLV.
And with Lady Smallwood, she being the chairwoman of a commission enquiring into illegal goings-on between the media and the government (very much inspired by the Leveson Enquiry), he obviously wants to blackmail her into the commission leaving him alone and letting him continue his abominable practices. Think of it like Moriarty blackmailing/bribing the jury at his trial in TRF.
